Policy Agenda

Healthier Kids Foundation bases its policy priorities on data-driven insights from the Children’s Data Book, focusing on four pillars:

  • Ensuring every child in Santa Clara County is healthy
  • Safe and Stable
  • Successful in Learning
  • Thriving in Life

The indicators in the Data Book, which define each pillar, were developed and selected by cross-system partners of the Children’s Agenda Network to provide an overview of how children and families in Santa Clara County are faring. With a strong focus on communities experiencing the greatest disparities, Healthier Kids Foundation advances strategies and policies aligned with the annual data indicators for each pillar to address the most pressing needs of children and families.

FY 2026-27 Priorities

Community Alignment

Healthier Kids Foundation's policy priorities align with the Bill of Rights for Children and Young Adults, the City of San José Children & Youth Services Master Plan, and the 2025 Latino Health Assessment, advancing a shared commitment to child health, wellbeing, and opportunity. Guided by data from the Children's Data Book, HKF advances policies that improve access to healthcare, strengthen family stability, support educational success, and address the social determinants of health. Together, these frameworks promote equitable, data-driven solutions that reduce disparities and help every child in Santa Clara County achieve lifelong health, learning, and success.

Priority for Latinx and Immigrant Youth & Families

In support of the 2025 Latino Health Assessment, as well as the declaration of the Public Health Crisis for Latino Residents, Healthier Kids Foundation prioritizes policies that advance health equity and improve outcomes for Latinx youth and families. While Latinx children represent nearly one-third of Santa Clara County's youth population, they continue to experience disproportionate disparities in healthcare access, basic needs, educational outcomes, and economic opportunity. HKF will champion policies that address these inequities and strengthen the conditions that support lifelong health, learning, and success.
HKF also prioritizes policies that support immigrant youth and families, consistent with Santa Clara County's Immigration Enforcement Response Plan. Recognizing the significant barriers immigrant communities face in accessing healthcare, education, and essential services, as well as the impacts of increased federal immigration enforcement activity across the county and nation, HKF will advocate for urgent, targeted, and data-driven policy solutions that protect family wellbeing, promote access to care and opportunity, and ensure all children can thrive regardless of immigration status.
